State Apartment Incentive Loan (SAIL) Program
Low-interest loans on a competitive basis to affordable housing developers. Bridges the gap between development's primary financing and total cost. Min 20% units for 50% AMI families.

Competitive RFA process. Interest rate capped at 6%. ELI portion is forgivable. Florida Keys Area uses different set-aside.
Eligibility
Individuals, public entities, not-for-profit, or for-profit organizations proposing construction or substantial rehabilitation of multifamily units affordable to very low income individuals and families. Min 20% of units must be for families earning 50% or less of AMI (40% at 60% AMI if using housing credits).
