The PA UCP provides one-stop DBE and ACDBE certification for eligible disadvantaged businesses seeking federally assisted transportation contracts in Pennsylvania.

Eligibility
Eligible firms must meet federal DBE or ACDBE requirements, including small business size standards, ownership and control by socially and economically disadvantaged individuals, and applicable personal net worth and independence rules; Native American owners may qualify when they meet program requirements.
Requirements
- Operate as a for-profit small business that meets DBE or ACDBE requirements.
- Show qualifying ownership and control by socially and economically disadvantaged owners.
- Submit the PA UCP application and required ownership, tax, business, and personal net worth documentation.
