Rochester can use HUD Section 108 loan guarantee authority for eligible large-scale economic development, housing, public facility, and community development projects. Section 108 financing can support projects that meet CDBG objectives and require long-term, lower-cost capital.

Eligible public-private development, economic development, housing, and community facility projects meeting CDBG national objectives in Rochester.
Requirements
- Project must satisfy Section 108 and CDBG eligible activity rules
- Submit project underwriting, budget, repayment source, collateral, and public benefit documentation
- Receive city and HUD approvals and comply with federal loan and reporting requirements
