The Toledo-Lucas County Port Authority Community Economic Development Initiative is funded with proceeds from the property tax levy to provide grants and loans for economic development projects undertaken by eligible neighborhood-based organizations.

Eligible neighborhood-based organizations and community economic development projects in the Toledo-Lucas County area.
Requirements
- Be an eligible neighborhood-based organization or qualified project sponsor
- Submit project scope, budget, community benefit, financing plan, and organization documentation
- Meet Port Authority grant or loan agreement, eligible use, reporting, and compliance requirements
