Business Oregon’s Entrepreneurial Development Loan Fund supports early-stage scalable businesses and entrepreneurs who need capital but may not yet qualify for traditional financing, helping finance startup, expansion, and business development costs.

Eligible early-stage Oregon businesses and entrepreneurs meeting program criteria for scalable growth and financing need.
Requirements
- Submit business plan, financial projections, owner information, and use-of-funds plan
- Demonstrate repayment ability and inability to fully access conventional financing
- Meet underwriting, collateral, reporting, and program eligibility requirements
