NJ LEAF (Lending for Equity, Access, and Financing)
$15 million pilot loan program providing low-cost financing of up to $1.5 million to NJ recreational cannabis cultivators, manufacturers, and testing laboratories for fixed assets and working capital.

Applications opened April 20, 2026. 5% of funding reserved for Impact Zones. Working capital loans capped at $500,000.
Eligibility
For-profit NJ-based businesses holding a valid recreational annual license from NJCRC as Class 1 Cannabis Cultivator, Class 2 Cannabis Manufacturer, or recreational Testing Laboratory. Fewer than 250 FT employees. At least 1 year of operations. Annual gross revenues ≤ $5M. Medical-only ATCs and labs ineligible.
