About this program
Toledo uses HUD Section 108 as flexible low-interest long-term financing for a variety of business and economic development needs. Loan terms may extend up to 20 years and can finance eligible projects that create jobs or benefit low- and moderate-income residents.
Eligibility
Eligible businesses, developers, and project sponsors with qualifying Toledo projects meeting HUD Section 108 and city requirements.
Requirements
- Demonstrate eligible use, public benefit, and ability to repay
- Submit project budget, financing plan, job creation or LMI benefit information, and borrower documentation
- Comply with Davis-Bacon certified payroll, federal environmental review, and city loan requirements
