About this program
The Excelsior Jobs Program provides refundable tax credits for qualifying businesses in strategic industries that create new jobs, make significant capital investments, or conduct research and development in New York State.
Eligibility
Eligible businesses in targeted industries, including manufacturing, software, scientific R&D, agriculture, back office, distribution, financial services, and other qualifying sectors, including New York City projects.
Requirements
- Apply and be accepted by Empire State Development before claiming credits
- Meet job creation, investment, or R&D thresholds for the approved project
- Submit annual employment, wage, investment, and compliance reports
