About this program

The Downtown Development Revolving Loan Fund provides below-market gap financing to cities, counties, and development authorities for capital projects in core historic downtown areas and adjacent historic neighborhoods that spur commercial redevelopment. Private businesses may be end users of the loan proceeds.

Eligibility

Georgia municipalities, counties, and development authorities serving communities of 100,000 or fewer residents with viable downtown redevelopment projects; ultimate users may include private businesses.

Requirements

  • Submit a viable downtown development project through DCA
  • Identify eligible uses such as acquisition, redevelopment, construction, rehabilitation, infrastructure, or equipment
  • Provide borrower equity, collateral, and repayment documentation
