LED program providing collateral to surety companies to mitigate risk and enable small Louisiana construction contractors—especially minority-, women-, and veteran-owned—to secure bid, payment, and performance bonds required for public and private construction contracts.

Eligibility
Louisiana small contractors certified through the LED Small and Emerging Business Development (SEBD) Program that need bonding capacity to compete for construction contracts. Especially designed for emerging, minority-, women-owned, veteran-owned, and other small contractors.
Requirements
- Must be certified through LED's Small and Emerging Business Development (SEBD) Program
- Must be a Louisiana-based small contractor
- Must work with a licensed bonding agent and surety company
