About this program

The City of Duluth administers annual Community Development Block Grant entitlement funds from HUD through its Community Development Program. CDBG funds support community development projects including affordable housing, public services, public facilities, and economic development activities that advance Duluth's consolidated plan goals and primarily benefit low- and moderate-income residents.

Eligibility

Nonprofit agencies, for-profit businesses, governmental units, and institutions of higher education with eligible projects serving Duluth community development goals may apply during the annual funding cycle.

Requirements

  • Project must serve Duluth residents or neighborhoods and meet a HUD national objective.
  • Applicant must be an eligible nonprofit agency, for-profit business, governmental unit, or institution of higher education.
  • Activity must fit HUD CDBG eligible activity rules and City funding priorities.
