$22 million annual program facilitating planning, preparation, and financing of infrastructure projects in rural communities to encourage job creation, capital investment, and economic strengthening.

Annual cycle typically July-September. FY 2025-2026 cycle ended September 5, 2025. Up to 75% project costs (or 100% for RAO/fiscally constrained counties). $5M reserved for Panhandle counties.
Eligibility
Rural communities, county and municipal governments, and rural areas of opportunity (RAO). Projects must support job creation, capital investment, or strengthening/diversifying rural economies. Categories include Total Project Participation, Infrastructure Feasibility Studies, and Preclearance Review.
