The Business Development Financial Assistance Program provides low-interest loans and grants for eligible Rochester businesses creating new investments and new jobs. Eligible uses include machinery and equipment, working capital expenses such as inventory and payroll, and building renovations.

For-profit businesses located in or relocating to a commercial building in Rochester that are creating new investment and jobs for city residents.
Requirements
- Business must be located in or relocate within the City of Rochester in a commercial building
- Project must create new jobs and involve eligible business investment
